What you seem to be talking about is Fordyce spots. Fordyce spots are small (1-5mm) bright red or purple papules that can appear on the penis or testicles. They usually affect younger men, and appear in crops. They are painless and not itchy, but are embarrassing because of their appearance.
They should be got removed only for cosmetic reasons as they are normally found on the penis. Treatment of Fordyce spots includes CO2 laser or electro desiccation, TCA chemical peels(temporary treatment),diathermy or laser vaporization.
