Without examination,confirmation of a diagnosis is tough but it can be contact dermatitis,rash due to friction rub,folliculitis,cysts or balanitis (due to an underlying infection (bacterial and fungal as well as other organisms) .Apply warm compresses,Neosporin ointment and calamine lotion and avoid messing with it.You can take anti-inflammatory pain killers like ibuprofen or acetaminophen.If the lumps persists then it will be best to get it evaluated from a dermatologist.

Sebaceous cyst?
Pearly Penile Papule?
any type of wart (example: moluscum), or any other skin infection?
Read up on it, but most of all, seek a dermatologist.
If it is a Sebaceous cyst, don't pop it. This is from wikipedia about Sebaceous cysts...
"Under no circumstances must one try to pop the cyst, as it can lead to infection of the surrounding tissue. The neck is a particularly dangerous region, due to the glands and blood vessels."

One shouldn't pop a Pearly Penile Papule themselves I don't think....one should seek a physician about that.
The fact that it's purple and hurts.....that shouldn't be taken too lightly. Seek a second opinion from a dermatologist and also read up on it online, but not everything online is reliable obviously
