How to treat prolonged itchy shin?

Several years ago, I had what I thought was jock itch, on my inner thigh just beside my scrotum. I bought some over the counter medicine and it seemed to go away.  However, a few weeks later it returned and has been present ever since. I’ve tried more jock itch medicines and gone to a dermatologist.  The doctor said it wasn’t jock itch but didn’t know what it is.  I use anti-itch creams which help, but I don’t carry it with me 24/7. I have noticed that it’s much worse when I’m hot in that area.  If I’m wearing shorts and able to get air to it, it is much better. Any idea what I can do to help?

I rub moisturizing cream in my crotch and on my anus every morning and no longer experience itching in that area. Just a dab of Cetaphil, or similar cream in a tub, on the fingertips will do the job.

Could be just from the heat and sweating.  I'd try to keep the area as clean and dry as possible- if you can get some undergarments that help to keep the moisture away (I know Under Armor has some).
