One of the possibilities can be hives. Hives (medically known as urticaria) are red, itchy, raised areas of skin that appear in varying shapes and sizes. They have a tendency to change size rapidly and to move around, disappearing in one place and reappearing in other places, often in a matter of hours.
So please get this possibility evaluated.
Till then, give some antihistaminic like Benadryl and apply some calamine lotion. If the symptoms persist then please get an evaluation done by a dermatologist. He may need topical and oral steroids.

Thanks for your response I have used the medications you suggested and they didn;t relieve the itching that much. I am able to restrain from itching. It only lasts for a day or so and goes away again and I never know when it is going to return. I can live with this but curious as to what it is. Thanks again 8 )
Are you sure it's not a rash, rather than insect bites? If in fact it's insect bites, are these bites around the hair follicles? If so, they are most likely chiggers. "Google" the subject to see photos, more info for self-diagnosis, and at-home treatments. I'm a big believer in mild antiseptics, benadryl itch spray, and calimine lotion to treat both rashes and bites. I hope you find relief soon!
