Where does she potty at?  Inside the house?  Do you use a crate at all?  If not, you might try using a crate and take her outside regularly to do her business.  Keep some rewards and praise and reward her when she goes outside.
What you might try also is take some of her poop and put it outside in the area you want her to go in.  If she pees on some type of material inside, put that outside also.  Perhaps the smell of her eliminations outside will encourage her to go outside.

My six month old ***** won't wee outside, although her brother will. ~she's not a fearful dog, loves her walks, which she has four times a day, and holds onto to her wee until she gets home. She won't wee in the garden either. Is this just ***** behaviour?

Aside from taking care of her business outside, is she just generally fearful of leaving the house?  I assume you have a Staffordshire Terrier, and can understand there probably isn't a litter box large enough to accommodate her.

If you aren't already walking her every day, it's time to start.  She needs to get comfortable with the outside world and the way to that is to get her out in it.  Use a short leash and do not let her move ahead of you.  She needs to understand that you are in charge and will protect her.  If you are uncertain yourself, she'll pick up on that and get more nervous and feel she has to be the leader and take care of you.  Lots of stress on an already nervous dog.

My dogs were so used to going in their own back yard that it was a few weeks before they ever did anything on our walks.  Frankly, it was easier the other way, but I just take along plastic newspaper wraps for cleanup duty now.  Cheap and very effective.  LOL

Hi Lisa,
I know how you feel.
I have a four year pomeranian, she hated to go out!

So I started litter box training her.
I use a lid that goes to a plastic tote, and I put layers of newspapers in it. And worked her for a month or so.
It works! Now she don't have to go out at all.

She is a lot safer, don't get any fleas, easier to keep clean, and she acts like a queen. She tickles me.
Try it. You'll love it too.
