He could just be having a dream. Dogs do dream and sometimes they will yip or even bark in their sleep, or paddle with their legs as if they are chasing something in their dream.
You said, however, that you just got this dog. Getting a new pet is kind of on the same plane with getting a new car. You should have him checked out by the vet to make sure he is OK just because he is new to your family and you want to be sure that he is healthy. You should have a heartworm test done right away to make sure he isn't positive for heartworms, and if he is negative, you need to get his heartworm pills to give him once a month, Most municipalities don't demand that people have their dogs vaccinated against distemper, parvo and those types of diseases (although it is something that every responsible dog owner DOES do), but they DO have laws in place that any dog over the age of 6 months MUST be vaccinated against rabies. This is not only for your dog's safety but also for the safety of you AND of anyone your dog might come into contact with.
My point is, as a responsible new pet owner a vet visit is necessary anyway, so when you make the appointment to have his rabies shots and heartworm test, you can tell the vet about the rapid breathing thing and see what he thinks,
