HELLO ALL,
WELL THE OFFICER CALL 5 DAYS AGO,
SAID THEY WERE GOING TO CHECK OUT
MY COMPLAINT, NEVER HEARD BACK FROM THEM.
AS YOU NO A NEIBOR LEAVES THERE DOG OUT,
I ALL KINDS OF WEATHER, TODAY HE IS OUT IN THE
RAIN.
HE TOLD ME THAT I WOULD HAVE TO GO TO COURT,
TO PRESS CHARGES, IF IT GOES THAT FAR.
I CAN NOT GO TO COURT. I AM DISABLED, ALONE AND BEDRIDDEN. DUE TO MS.
I DO NOT NO WHAT TO DO, I GUESS I SHOULD GIVE UP.
BUT I HEAR HIM CRYING TODAY IN THE RAIN.
DOES IT TAKE THIS LONG TO HEAR FROM THEM AGAIN?
I DO NOT WANT TO CALL BACK.
ALSO HE WAS GIVING THE NEIBOR MY NAME AND ADDRESS
AND I TOLD HIM NOT TO.
WELL ANY FEED BACK FROM YOU ALL WOULD HELP.
THANKS AGAIN
KITT

OK, let's get drastic here.  If you can post the details of the case including the address, description of the dog, length of time he's been abused and type of abuse, I'm willing to place a call myself to the NJ SPCA.  I'm sure other people here will do the same.  This sounds like a major squeaky wheel needing some grease, and having out-of-state phone calls on this situation just might get some results.

Here's an oddball idea if you can afford it.  Ask the dog's owners if they will sell you the dog.  Tell them whatever you must to make the transaction.  If you can't keep him, you can then take him to the SPCA.  They can't very well turn you away at that point because you will legally be signing the dog over to them.  Yes, you'll be out some money, but the dog will be safe.

YOU ARE NOT GOING TO BELEAVE THIS.
BUT THEY WERE THE 2ND. ONES I CALLED
WHEN THIS ALL STARTED. FIRST I CALLED
ANIMAL SHELTER, THEY TOLD ME TO CALL
ANIMAL CONTROL, HE TOLD ME TO CALL THE COPS,
WHICH I DID THREE TIMES, THE LAST TIME THE
DOG WAS IN A BAD SNOW STROM HERE IN NJ.
NEVER GOT ANY CALLS BACK FROM THEM EITHER.
BUT I WILL BLOCK MY NUMBER, I AM BEING COUSIOUS,
BECAUSE OF BEING ALONE.  I WILL BE MAKING THAT CALL AGAIN.
THANK YOU FOR YOUR SURPORT

If you call and tell them you wish to remain anonymous, they really have to respect your request.  The idea here is not to get one neighbor angry with another, it's to help the dog.  You would think that they would know that, being in the line of work they are.

Is there any way you can call back anonymously?  Can you hit *82 or whatever it is to make your phone number show up as "unavailable" on caller ID so that you can call them and not have them know who you are?  They are obligated to check out EVERY call of suspected abuse that comes in.  They cannot ignore any of them, because it might be the time they ignore a call that a horrendous situation of abuse really DOES exist and they didn't do anything about it.

If the SPCA won't do anything about this, then call the police and report it as a disturbance of the peace.  Every town has noise laws, and the owner of a dog barking from 7am until 10pm would definitely be in violation of them.  This way, if the SPCA won't act on it (which I can't figure out, that's their JOB), the police will, and hopefully, if a situation of abuse exists, the police will find it when they go to the house about the disturbance call, and then THEY will notify the SPCA and tell them to take care of it.  Hopefully, the SPCA won't ignore the police and the dog will get some help.

Please do not give up, you are the only one that could possibly save this dog, it makes me so angry that some people treat their animals the way they do, is there anyone else that could help you?, like another neighbour, If I was you I would keep calling the SPCA, that is what they are there for, helping animals
