How old is your brother? If he's older than three, he needs to learn how to be careful with animals and to treat them right.
Yes, this is an emergency and you need to get to a Vet now! This dies not sound good and probably very little you could do at home. A Vet needs to see what the injury is and where the bleeding is coming from
