Walking on a treadmill has helped me reduce belly muscles and thighs and waist -- I walk 90 minutes at a speed of 3.2 and this burns about 350 calories and I go about 4.25 miles 5 or 6 nights a week. Good luck!!

You cannot lose fat with exercise at a concentrated area. Fat gain and fat loss is proportional and it depends from person to person. If you have put up abdominal fat first and then thigh fat then you will lose the abdominal fat the last.
Regular cardio is the only way you can lose fat proportionally.
If you want to target a particular area then you would need to consider plastic surgery, discuss with a plastic surgeon.
