Bumps beneath my eyelid, often changes from soft to hard and sometimes has pain.

I've been seeing my opthamologist a few times this month. About 3 months ago I was really sick and by the end of the virus I found a bump that feels bumpy in both eyes, above the eye bone but beneath the eyelid not visible to see but you can see they're there by touch. The left eye bump moves what feels to be 'behind' the eye. The right one hangs out closer to the outer corner. My opthamologist thinks it's an allergy. He put me on neomycin ointment 3x a day. Then put me on doxycycline and took that 3x a day plus the neomycin 2x a day. Nothing. Now I'm going on day 4 of taking peed forte 4x a day, 1 drop in each eye. It was ok at first, only had cloudy vision. Now I'm experiencing some eye pain. I also suffer from dry eyes but was told not to use my refresh artificial tears with peed forte so I don't know if it's general irritation from dry eyes and the peed forte drops or not. The bumps are kind of showing a change but not a big one. I'm extremely worried that it's been 3 months with the bumps and 3 months with them causing some minor blurring of my vision.

I would suggest you see a different eye MD for a second opinion. Your problem suggests blepharitis, dry eyes and blocked oil glands called chalazia but cannot diagnose for sure over internet. I would get another opinion. Also read about blepharitis and chalazions.

Can this often cause minor pain within the bumps? I've just now noticed some pain. Once these bumps came to be found my eyes got extremely dry and at the moment are irritated causing me to get dizzy and not see clearly but I was told not to take my refresh drops with the pred forte :/

I'll be ok until I see the new opthamologist I just scheduled with for the 26th right?
I meant to add. Based on what you know. Do they normally feel like they're sitting right on top of the eye and as if they're sliding behind it? It's very uncomfortable.
Obviously I cannot tell you what you have but your description is consistent with a chalazia. In the meantime you can try warm compresses.
