It is possible to be born with floaters in the eye and still have a normal eye. Thereafter floaters develop at a rate of approximately 10%/decade of life. So at 26 about 20-30% of people have floaters, higher in myopes, less in hyperopes. They increase with time. They have been discussed here many times.
