It's been three weeks since I accidently yanked my upper lashes out with my eyelash curler and no trace of new growth. How long will it take for my lashes to grow back? Can I wear eyeliner to cover up the bald spot on my upper lid where there are no lashes?
Would it be okay to wear eye liner to cover up the 'bald' spot on my lashes?

It depends on the person. It can take 3 to 6 months when I pull out lashes that are touching the cornea.
