the description you give sure sounds like vitreous floaters. vitreous floaters are a result of the vitreous aging and liquifing. when we are very young it is thick like jello and as we get older it liquifies and pieces of it can float around inside the eye. what you see are actually the shadows of the the debris on the retina, thats why you see it better on light backgrounds or in brighter circumstances. that you are only 17 isn't too unusual, are you very nearsighted? it is good advice to get a good dilated exam and don't forget your sunglasses when you go for that exam, the dilation will make you even more sensitive to light until it wears off.
You should start with an Eye exam by and Eye MD ophthalmologist. Discuss this during your exam. In most cases its not a sign of anything serious.
