Blood during defecation.

Well ive been having rectal bleeding for quite some time now. Well it comes and it goes. i actually had myself a colonoscopy like about 3 years ago and the images showed that i had irritation(i think they called them pulps? not sure about the spelling) and they had prescribed me some enemas with medication but at the time i was having money problems and wasn't able to buy the medication.
So just recently i have been going to college and Ive been getting stressed and Ive always had anxiety so Ive been having anxiety attacks as well so when i have to defecate i get constipated and i try so hard to have a bowel movement but nothing comes out and so i start to bleed..and when i say bleed i mean  a lot. The toilet bowl is bright red with blood, and even when i just have to pee i bleed and im getting really scared i know i need to go to the doctors but i currently have no insurance and im only able to go to a walk in clinic im thinking i might have colon cancer and not only am i just bleeding i recently noticed that i have blood clots.

Is there anything i can do to stop the bleeding?

The only way to know for sure what is wrong is to have another colonoscopy.  You probably need some prescription med(long term)  and some Prednisone (short term).  
I have had Ulcerativecolitis and now I have Crohn's and I know how to treat myself pretty much.  I would get my hands on some Prednisone to get the bleeding under control and then ween myself off of it.  I'm not saying to do this, but this is what I would do.  Hope you can get to a dr. soon.

If left untreated, whether it is cancer, ulcerative colitis or crohn's, can lead to a possible fatality.  Get to a doctor ASAP.

every thing you describe are symptoms of colon polyps with you said that you have been  dx with already it been a long time since you last colonoscopy you do need one again to see if they have got worse and they can cause  colon cancer you need to see the dr you can not do any thing on your own when you do not know what exactly is going on the wrong treatment could cause more problem i know you have no insurance but you need a dr i would go to the clinic asap it could mean your life

Go to ER, they have to take you in, it’s zero cost and probably polyps with stress make it worse.  Good luck and take a deep breath :)
