You shouldn't trust the CDC website; everybody knows that. =P
But joking aside: I'm going to assume your male, based on your name, and that you are worried about getting HIV from a cut on your penis or a finger.
Yah, so I've read from Dr's, on here saying that in order to get HIV through an open cut, you really have to be bleeding, and the other person (the one who would have the HIV, would have to be too). They've given examples like a drastic car accident where you are both massively bleeding. So you can't get HIV from a nick or small lesion with no blood on penis, and then some vaginal fluid falls on it, you just don't get HIV that way.
You can, however get HIV from having unprotected vaginal sex with someone who is infected via your urethra from prolonged exposure (but not via the cut on penis).
The correct answer is you can not get HIV from an open cut on penis or any other part, unless you are massively bleeding and the other person is too.
This is why you can get HIV from a shared needle, considering enough blood in needle, (in a hypodermic needle HIV hasn't been exposed to air outside the needle and if there is sufficient blood /viral load massive enough to cause infection).

Oh yah if you wore a condom and had a cut on your penis while having sex, then you had no risk for HIV.
