HIV 1 and 2 antibody and p24 combo test index value 0.45

Hello All,

I had protected sex on August 20,2016 and didn't check for condom breakage, I have tested on September 9 ,PCR RNA which came negative, again I have tested on October 10, HIV 1 AND 2 ,P24 combo, the results index value is 0.45, I am confused with results value,does 0.45 means am developing HIV infection,can I have to retest on November 20 for confirmation or the above tests are enough, please help me
