Condom slipped halway

Experts,

I'm a guy and last night I hooked up with an old HS friend from North Dakota (female).  I used many condoms but in one particular moment I realized that the condom was slipping off halfway down the shaft. I didn't think too much about it and just rolled the condom back up to the base (pelvic bone). The head of the penis was NEVER exposed. After a while I noticed that there was fluids building up inside the condom--lubricant, saliva, whatever, it was fluids. Did I put myself at risk for HIV or any other STIs? (Aside from herpes or other non-fluid based STIs) Thanks.

You had a condom on you didn't have an exposure. It doesn't matter if you are circumcised or not. Has no baring.

Thank you does this also apply if a man is uncircumcised? There are mixed answers online abut how HIV maybe transmitted through the mucous membrane in the foreskin and not the urethra. I'd really appreciate if you would shed some light into this. Thanks in advance.

If the head of your penis was never exposed as you have written above then there is no risk. Keep calm :)
