What are the chances of HIV?

I had unprotected sex just this one time with this guy Ive known for years. We've always use condoms in the past. We had oral sex first, then vaginal penetration he did not ejaculate inside of me but rather on the very top of my vagina. I washed off afterwards with hot water and soap. 2 wks later I started experiencing respiratory issues such as ear pain and running nose (that stop)then I got really congested & started sneezing with a sore throat. And a cough.I have no fever, no chills, no sweats, no stomach issues just BAD anxiety nothing is swollen,or no rash that I can see nor feel. I took an Ora Quick HIV test at 3 wks and the results was negative. Is that even accurate? I went to the doctor and she diagnosed me with acute sinusitis and place me on steroids and antibiotics. I feel better but this cough with white phlegm is not making me think clearly but I have these dark circles under my eyes can that be due to my anxiety or restlessness nights? Is there anyway I can be infected or am I just being extremely paranoid? Please HELP!!

A duo is conclusive at 4 weeks, and any other at 3 months, so you need to test. Symptoms are not useful for diagnosis.

HIV is inactivated in air and saliva so washing serves no purpose because the virus is dead at that point.
