Window period for someone expose to HEPC/ HIV at the same time?

Hello all,

I am a 23 years old male, back in june 29th, I had protexted sex with a guy which I did not know any of his status,  after finish I saw there was blood on the condom, but the condom did not break. Until we finished he told me that he is HIV positive as well as Hep C, but he is on medications. 6 weeks after my exposure I did STD test, and I tested positive for Hep C antibodies, but non-reactive on the viral load test, and other test are negative. 10 weeks afer my exposure i did another HIV test and Hep C RNA test(I did not do Hep C antibody test at week 10), it all come back negative/nonreactive. I got very depressed and had a lot anxieties after the first test result come out, I was a college student in the US, after that I felt my life was over so i dropped out college went back to my home country. After I back to my country, I did another test for both HIV and HEP C at 12.5 weeks and 14 weeks, but this time all test are coming back negative, even with the HEpC antibody test which I was tested positive while in the US. I did ask the doctor here in my country why is this happening, they look extremely unpatient and give me horrible looks( I guess where I from isnt like the US, people here are still have BIG stigma about HIV and STD like back in the 80s') he answered me maybe the first hepatitis C antibody test went wrong, he also explained to me such things like...the test result depends on the doctor who runs the test, and the test kit, sometimes two same test kit maybe come out different test result ( it is just ridiculous to hear). As far as I know, my country did not use the HIV test kit from the US or europe, we produce our own test kit, and I do not know if the test kit is the same like as US, or the test kit here has very bad quality, I only paid USD 80 bucks for all HIV and Hep C antibody/antigen/ RNA PCR test. ( I dont wanna say anything bad about my country but the truth is here is piece of ********, almost everyone are living with a closed mind. and been mean to each other.) Now my question is, how accurate is my HIV test? Should i be worrying or not, would expose with Hep C at the same time with HIV delay HIV antibody test?  And what is really going on with my Hep C test, why I tested positive for Hep C antibody at 10 weeks, then tested negative after words?( NOTE:  the test kit is different, produced by different company even differnet country.)

Thanks!
