Could I be at risk? Female scalp hair on penis. No touching or sexual contact.

Well, I think I am being paranoid. A lady friend and myself got naked (sheer curiosity I guess). Our ground rules were no touching of any sort. We only lay on the same bed masturbating separately. Let me repeat again, we had no form of physical contact, not once.

What concerns me is that a stand of her long hair ended up on my penis head (it could have been on the bed), I pulled it off and continued to masturbate myself. Could this lead to an infection? The hair was on my penis which was slightly inflamed and irritated, lets assume my penis had cuts (Not that it did but just imagining the worst case scenario).

Please advice on my hiv risk?

HIV is not transmitted by hair, EVER.  You had zero risk for HIV.

The only adult risks for HIV are:
1) having unprotected, penetrative vaginal or anal sex, or
2) sharing intravenous drug needles

If you do not do either of those activities, you will NEVER have to worry about HIV.

So your saying that I don't need testing ?  And I am safe, I can resume sex with my girlfriend?

Is hair strands not infectious for HIV?

Also, lets say if her scalp hair, lots of it  were to get into a open bleeding cut even then there wouldn't be a risk ?
You are just repeating the same questions, phrased differently.  There is NO WAY that this would ever be a risk for HIV, so obviously, no testing needed. You do not have HIV.
Just to be clear. Even if a thick bunch of hair from a infected person was pushed into a open cut in my. Body or penis urethra, even then I won't be infected by such hair right? I'm indeed sorry to probe but I just need to be sure. Otherwise I'll be anxious. Thanks.
Last query I promise.
You were advised that hair is not a method of infection, and were given the only two methods of HIV transmission.  There is nothing more to say about your no-risk event.
