Receptive oral with precum

I gave oral sex to a guy without ejaculation in my mouth but only precum.
Will I get hiv this way since it was a continuous blowjob without involvement of air and my mouth was very dry that time due to dehydration and I had inflammation inside my mouth due to consumption of hot food and a bleeding cut due to my teeth bite . So will I get hiv this way ?

Your situation involves personal contact with an object in air  (penis, fluids, etc. ). You will be happy to learn that you had no risk, because you can't get hiv from personal contact except unprotected penetrating vaginal or anal with a penis, neither of which you did and you didn't share hollow needles to inject with which is the only other way to acquire hiv - there are only 3 ways to get hiv. Analysis of large numbers of infected people over the 40 years of hiv history has proven that people don't get hiv in the way you are worried is a risk.
HIV is a fragile virus in air or saliva and is effectively instantly dead in either air or saliva so the WORST that could happen is dead virus rubbed you, and obviously anything which is dead cannot live again so you are good. Blood and cuts would not be relevant in your situation since the hiv has become effectively dead, so you don't have to worry about them to be sure that you are safe.
There is no reason for a person to test when they are safe. The advice took into consideration that the other person might be positive, so move on and enjoy life instead of thinking about this non-event. hiv prevention is straightforward since there are only 3 ways you can become infected, so next time you wonder if you had a risk, ask yourself this QUESTION. "Did I do any of the 3?" Then after you say "No, I didn't" you will know that it's time to move on back to your happy life.
No one got hiv from what you did during 40 years of hiv history and no one will get it in the next 40 years of your life either.  You can do what you did any time and be safe from hiv.
His status is irrelevant when you have no exposure. There is no such thing as a mouth without saliva or air since your mouth is not a vacuum pump.

Hmm but some doctors here at medhelp says that getting hiv this way is possible since there have been few documented cases
And also my mouth was dry and bleeding cut on my gums and also I had inflammation in mouth tissues so isn't the exposure possible in this case,do I need to test for hiv in this case .
Please provide a final answer considering my oral condition.

We rely on the opinion of expert doctors so the advice I gave cannot change. It answers any question that you can think of, including what you just wrote - which is actually nothing different than what you initially wrote.  
EVEN IF the chances are 1 in 10,000,000, that is a statistically insignificant risk.  No qualified HIV doctor recommends testing after oral sex, or having any concern whatsoever.  Oral sex is NOT a realistic way to contract HIV, even with cuts or scrapes in the mouth.
I believe that it isn't a cause of concern as per your meaningful explanation but it's been 3days to that encounter and I m feeling feverish with fatigue and nausea and I'm also getting red bumps on my arms.Im really worried and really depressed
You ignored the risk of Covid but are worrying about a disease that you can't have so your priorities are misplaced. You should check to see if you have that or flu etc. instead of what you can't have. Unless you studied your arms before, the bumps may be in your imagination from over-analyzing your body so keep that in mind as a possibility.
Whatever medical issues you are having have NOTHING to do with HIV.  You didn't have a risk, and symptoms of HIV would NEVER show up after 3 days.  You are obviously ill with something else.
