scared of hiv risk

Roughly three weeks ago I had protected anal sex with a middle aged male that I met through Scruff, who explicitly stated he was "ddf and negative" after I asked him.  After sex, he ejaculated on my abdomen, there were no open wounds or anything, although I'm not entirely sure if any of his semen got into my urethra. I cleaned my urethra off immediately too. There was no oral sex whatsoever, just kissing. He did have precum and I am concerned that a healing wound on my hand (healing > than 24 hours although was moist because I took a shower beforehand) was the portal for an HIV infection.  I haven't had any typical acute HIV infection symptoms, however I am having trouble getting rid of cheilitis (inflammation around my lips) for the last 3 days.  I don't believe cheilitis is a typical symptom of acute HIV infection.  In addition, I had a negative oraquick one day shy of 2 weeks and I plan to get another one done soon.  Assuming the worst, that he is HIV positive, is my risk high? I really try to minimize my risk, but I can't shake the feeling that I've contracted it.  It also makes it worse because I have confronted him and he continues to ignore me, so I have a feeling he a)lied to me or b) hasn't tested.  I always assume my partners are negative and I always ask, but I believe he intentionally didn't disclose his status to get with me.

in my head i kept telling myself that I contracted it but deep down inside i knew i minimized my risk and that it would be way more likely to not have contracted hiv. thank you for the advice everyone, i'm gonna plan to get tested again at 6wk, 8wk and 12 wk mark for extra reassurance. i really appreciate the kind people out there like you both who help talk sense into those who have bad anxiety over these kind of things (i.e. me).  not sure if you get this much, but thank you!

ok thanks for the relief. to play devil's advocate, lets just say the condom had poked holes in it (i know it didn't break for sure because it didn't look broken when he pulled out). would my risk have been high knowing that he ejaculated outside of me? if there were poked holes, with precum (which is unlikely i think). that would have been high i take it?

You used a condom, you had no risk.

let me clarify the wound on my hand, it was a superficial cut that was bleeding right after the cut. during my sexual encounter, there was no active bleeding whatsoever.
