Possible HIV infection

2 months ago I masturbated another male. Since then I have been worried and feel like I've been having possible HIV symptoms. I've felt fatigue along with tingling in my feet and left hand/fingers. There were no cuts on my hand during the masturbation and no ejaculation involved as it only lasted no more than 1 minute (I got nervous and stopped). I also washed my hands afterwards. I took an OraQuick mouth swab (from walgreens) after 62 days of the incident and the result came back negative. How accurate is that after 62 days. Is it fair to say that the negative result will still be negative after 90 days? How likely to get HIV by giving a hand job?

I'm still a bit worried which is why I'm back with another question. I hope you don't mind and I apologize if i'm sounding too repetitive. To be sure I fully understand, "If" there were cuts on my hand and cuts on his penis, me masturbating him still would not be likely to get HIV? Precum getting in a cut or hangnail area also would not likely get HIV?

Reread about "only" because you were a long way from any of those activities..

HIV is instantly inactivated in air and also in saliva which means it is effectively dead so it can't infect from touching or oral activities. It doesn't matter if you and they were actively bleeding or had cuts at the time either because the HIV is effectively dead.  
Only adult risks are unprotected penetrating vaginal or anal sex or sharing needles that you inject with. This sentence is all you need to know to protect yourself against HIV.
Even with blood, lactation, cuts, rashes, burns, etc the air or the saliva does not allow inactivated virus to infect from touching or oral activities. The above HIV science is 40 years old and very well established.
No one got HIV from touching or oral activities in 40 years of HIV history, so likely no one will in the next 40 years of your life either.
Your HIV test was a waste of time, and it would be abnormal to test again.
