While it can happen at 2 weeks really a 4 week test is a better indicater then 3 weeks and then 6-8 is better then 4 then 3 months is conclusive.
I know you want to help people out but we say at 6-8 weeks is a good indicator since the percentage is in the high 90's. 3 weeks your looking at a very low percentage and we would not deem as a good indicator. Any negative test is a good test, but try to look at the overall picture.

3 weeks will not tell you a thing about a rescent exposure. There would not be enough antibodies at 3 weeks for a test to detect.
3weeks is a good indicator with modern testing,but it,s far from conclusive.as your probably aware by now you will get a conclusive result at3months from your last exposure.
