I don't know what you read or why someone would say that it's a risk, but it is not. Again, there is no detail you could add to this event that would make it a risk for HIV.
There isn't anything more to say about this no-risk event.

Vaginal Fluid is say "mode of transmission" so when fluid hits the penis, will get infected?

"HIV can passed on to someone if their semen or vaginal secretions get into the body"

https://www.tht.org.uk/hiv-and-sexual-health/about-hiv/how-hiv-transmitted#:~:text=How%20do%20you%20get%20HIV%20from%20semen%20or%20vaginal%20fluid%3F&text=Body%20fluids%20including%20semen%20and,during%20vaginal%20or%20anal%20sex.

Sorry for the reply, I'm scared as fluid when she handjob me
Your question was fully answered, and you did not have any risk for HIV. Repeating the question will not result in different answers, as the risk for HIV are well-known, and a handjob with fluid is not one of the risks.

The only risks for HIV in adults are:
1) Having unprotected (no condom) penetrative anal or vaginal sex, OR
2) Sharing IV drug equipment with other IV drug users.

You can't get HIV or any STDs from someone's hand EVEN IF those hands have fluid on them. There is no detail you could add to this event that would make it a risk for HIV.

The girl is prostitute. At the same time, penis (the pee hole and fourskin) is place where the virus can absorb?

Also, the fluid is vaginal fluid? Website say it's method of transmission?

Sorry for the question
