To start with you had no risk followed by a ten + week negative test, you are not going to change your result!

thanks for the advice.. but i decided to check one last time at around the 13th weeks/ 90 days++ to ease my anxious mind. hope that it wont change.
A rash? No, it's not HIV at all.
Ignore the complete rubbish you read online, a rash alone is not even an indicator, - as soon as people read about a rash they search their bodies until they find a small patch of redness that did not notice before they looked for it.
You are absolutely 110% HIV Negative, no ifs or buts, Negative.
Stop looking on the web and forget about HIV, you do not have it.

I have rash. No redness. Just become red when I start poking it. Its very small. Sometime have white pus like substances on it. And I have keratosis pilaris. Can I still have HIV after getting the negative result?

Congratulations on your Negative HUV result, this is conclusive with no further testing required, not that you needed on in the first place, your exposure what none-risk :)

You are right, I have not seen in "black&white" at the CDC websites (if anyone has seen, please share), that 4th generation duo test is conclusive at/after 4-6 weeks period. What is found there in a test chart that 4th generation test is capable of detecting the infection 3-4 weeks earlier than its previous version.

CDC still "believes" that oral sex of all types is a "low risk behaviour" but not zero risk, whereas no documented case of receptive oral has been reported to date in the history of the disease spread over three decades.
Though there are some sporadic cases (not more than a few) where performing oral on an infected man (ejaculation in mouth involved) however it is not fully established that cause of transmission was oral sex alone or not.
In my opinion, CDC takes a very conservative approach due to reasons.
I just went to the CDC page and to my surprise, up to this day the keep alarming people unnecessarily saying a confirmation test should be made at 6 months:

When should I get tested?
"A few people will have a longer window period, so if you get a negative antibody test result in the first 3 months after possible exposure, you should get a repeat test after 3 months. Ninety-seven percent of people will develop antibodies in the first 3 months after they are infected. In very rare cases, it can take up to 6 months to develop antibodies to HIV."

Now this looks like advice taken from 1990. Why do they keep alarming people and making them miserable with this kind of advice/guidelines. It is really frustrating and they add to the anxiousness, fear, lack of productivity and related mental and physical problems associated with misinformation and bad advice. To top it off, the page was revised and updated this year (2014). Someone should be fired or fined for doing this or allowing this to happen.
