HIV

I had a kissing event and someone who is hiv pos not on treatment performed oral sex I had a small sore of balanitis. I am worried because the person is not on treatment and

Our members have clearly stated your activities are not risks for HIV.  There is nothing to add to no risk an we are closing this discussion.

You had no risk so a test would be a waste of time.
HIV is instantly inactivated in air and also in saliva which means it is effectively dead so it can't infect from touching, external rubbing or oral activities. It doesn't matter if you and they were actively bleeding or had cuts at the time either because the HIV is effectively dead.  
Only 3 adult risks are the following:
1. unprotected penetrating vaginal with a penis
2. unprotected penetrating anal sex with a penis
3. sharing needles that you inject with. Knowing these 3 are all you need to know to protect yourself against HIV. The situation you describe is a long way from any of these 3.
Even with blood, lactation, cuts, rashes, burns, etc the air or the saliva does not allow inactivated virus to infect from touching, external rubbing or oral activities. Doctors have calculated the risk from what you describe to be less than that of being hit by a meteor. The above HIV science is 40 years old and very well established, so no detail that you can add to your encounter will change it from zero risk.
We rely on the opinion of expert doctors so do not pay attention to othr site's claims, otherwise we will be here all day reading articles that people with no medical training like you have located.

Appreciate the response, indeed I know the risk is only theoretical and even though I do have a cut between my lips today and the person uses braces I understand it is a  low risk. I guess my anxiety is present because the person is not been treated and never had anything like that happened before.Add to that some articles and am feeling scared I did seeked PEP.
This is not a theory forum, so we stick with the reality that the risk is zero. You need to stop interchanging the words no risk with low risk as if they meant the same thing. The first step to peace is to stop searching the internet Googling for Death, because you can find someone there who will tell you that you can die from anything that you plan to do in the next 10 minutes.
" I did seeked PEP." What does that mean?
I meant to put I asked for PEP, it was  around 50 hours  after the exposure.The doctor said I could take it but more to help  my anxiety. Am a person who i think understands hiv is different from the herpes or hpv virus for example it is just that it is hard to cope I will be fine knowing my teeth and gums are not in the best state, am 24 no longer smoke for the past 3 years.I play sposts bisexual and who tries to eat well.I have one crocked tooth in the lower teeth (front) bleeds sometimes and all these details hope donĀ“t make the difference one might thinks it can.

With my own experience all i can say is stay off searching on this topic lol (atleast try ).kissing & oral sex no risk .for peace of mind listen to advise from this forum members / doctor you visited (he may have seen 100 s of cases like in that area/city who comes like us and finally all tests will be neagtive obviously ) and he knows exactly what to do listen to dr.
