What are the odds of being HIV negative/Positive given testing and exposure?

3 Weeks after possible exposure to HIV, I tested negative with an Qualitative RNA test (done through STDCheck.com.

5 Weeks I tested negative through an antibody test where my doctor drew blood.

What are the chances that my results will turn positive at the 3 month mark?

My risk was getting oral sex from a girl. I had a small small cut on my penis.

Assuming that there was a risk (I realize there was not) was the 3 week RNA and 5 week antibody test pretty conclusive?
