Yes, YOUR friend can contract it by a condom failure. He was protected until his condom failed. The only conclusive negative result is one received 3 month post exposure. . You are not required to do a DUO test most places don't offer them.
If it's avaliable tell your friend to have the DUO test at 4 weeks because it's 99.89% accurate at this time frame because this is when p24 antigen is at it's peak and easily detectable.
The test is expensive and most clincis don't offer it and he would not be able to obtain a conclusive negative test any earlier than any other test.

using two condoms at the same time is NOT advisable. the friction between the two can cause failure. one condom with a water based lube is sufficient.
