Combo test result at 3 weeks

Hi I recently had a HIV combo test at 3 weeks and it came back as negative. Is it conclusive?
Is it also true that by 3 weeks the p24 can already be detected?
My risk was protected both vaginal and anal but there was some water leaking out from the condom when i put weater in it.

If you were protected you didn't need to test. Condoms protect against HIV transmission. You seem to be anxious to check with your condom with filling water, that is an unusual behaviour. Please see a therapist to overcome your anxiety. You don't have a concern that belongs to an HIV prevention forum.

If a condom fails it is a large rip down the seam, so water tests are unnecessary. The leaking water was probably due to you getting it wet and mistaking that for a leak.
