Dear professors and guys,question about anal&feces

Hi everybody, I saw from a lot of webs that feces are not a way to ransfer HIV even i found from some country's CDC safe guide for hospital workers that occupational contact with feces from hiv poz people is not a risk and so many gov  
web even US CDC said feces is safe and the body fluid can transfer HIV there is no rectal mucus, but I also found in early 2004 some scientist has found that the hiv loaded in rectal mucus even higher 5 times than in blood!but why
there still so many gov website doesn't update this dangerous body fluid??
So the question is coming ,

1,if rectal mucus has such high level hiv loaded how come touch feces is safe? to my understand there is rectal mucus on feces even the mucus exposure in air, we still have chance to contact mucus with cuts right?

2 for lick anal and scat play(of course this's disgusting but I know some of my friends are doing this)  
   lick hiv guy's anal just after poop is it dangerous? there still rectal mucus outside anal that means he licks the    mucus,

3  what if have small cuts or ulcer  etc, do the anal lick with mucus, is it get higher risk? I saw from other post about
   deep kissing, even blood present it's safe, during this activity it must has a lot of blood then can be a risk whatever have ulcer or bad gum . so what about lick anal with mucus? the same or have a risk

Unprotected anal or vaginal sex
Mother to unborn child/nursing child
IV drug use

sorry for ask again, my friend asked me today,what about lick anal with mucus or contact feces but all in 1mins outside body, is it safe or not ,we just want to find out what type of fluid is safer, like hiv blood, to our understand 1min outside body still have risk but after 10mins almost safe,other fluid maybe 2mins will be ok, the things confuse us is we didn't know anal mucus also contain such high level hiv, so is anal mucus outside body safe or dangerous when it's still "fresh",if it's really a risk we all will stop any activities
which may contact anal mucus and feces, please help us! thank you professors!

I really concerned of my friends, from a lot of offical docs, not concentrated
HIV in laboratory it hard to survive but some said die in 3minutes some said few seconds even according to some gov web it will die one moment in time when HIV exposure in air and from here is when bodyfluid touch air HIV will die in minutes but rendered uninfectious. Please guide me which one is true?
is small quantity of blood or rectal fluid outside body become uninfectious in few seconds?  thank you very much!
