pacemaker inserted improperly?

Would it be possible if a pacemaker was impanted without one of the leads being inserted properly to cause damage to the heart and lungs?  Could a healthy heart a year ago (with the exception of an electrical problem with the heart) be damaged by an improperly inserted pacemaker.  Could it possibly cause congestive heart failure?

No, my Dad had a pacemaker put in a year ago and the doctor told him that his heart was in good condition and that the only thing wrong was the electrical problem.  He said that he would feel 10 years younger after it was put in.  That never really happened and since that time he has developed fluid around his lungs and now has congestive heart failure.  Last Thursday we brought him in to the doctor because he was in severe pain and had to have his appendix out.  Now his doctor is saying that he doesn't think that his pacemaker is working properly.
