I have a pacemaker. I have had it for 2-3 years, I can't get my heart rate above 95 even when run in place as hard as I can for 1 minute

That sounds right. The pacemaker prevents your pulse going too low. When you start exercising an accelerator steps up your pulse. It sounds like your pacemaker has a top step of 95. Ask if it can be raised using the external control.
