Reactive Hep B core but not Immune to Hep B.

Hep B core is REACTIVE
Hep B surface AG Non reactive
Hep B Surface AB is Negative

Two questions:

1)  Why didn't this person acquire Immunity naturally if they were exposed to Hepatitis B in the past.

2)  Since they are considered non-immune, would you recommend vaccinating them now?

Thank you.

I did biology in high school, I remember my teacher told us that there are two kinds of antibodies, one that comes and go, and the other one stays in your blood for your whole life. That's why you see some people get measle twice or more in their life, or getting more than one serious flu during winter, that's because the antibodies just come and go.

I not sure getting vaccine will still in this case, you better ask that person to consult his/her family doctor about it.
