Yes, I would certainly complain and ask them to correct their records. A person can recover from acute Hepatitis, or from a chronic infection. A medical centre should not classify someone as chronic Hepatitis B just based on a single HBsAg positive result, to be certain, they should test again after 6 months.

You tested HBsAg negative, so you do not have HBV infection. However, you tested positive for HBcAb(Anto-hbc), indicating that you were infected by HBV previously, but had then recovered.
Your doctor will explain the results for you.
