If your partner does have Hepatitis C he will have a viral load.   It will be a number like 10,000 or maybe 10,000,000.  I had a viral load in the millions when I had Hepatitis C.  Now that I don't have Hepatitis C - I no longer have a viral load.   You can have Hepatitis C antibody and not have Hepatitis C.
You would have to HAVE a viral load and antibodies at the same time.  How did the doctor confirm your partner doesn't have liver damage?  This would be a very important question to ask your partner.  Did he have a liver biopsy?
What test confirmed he had no liver damage?   Does your partner have other health issues that may be causing the symptoms your concerned about.  Ask your partner and his doctor for more information.   Only then can you get your questions answered.

Tell him to see a Hepatologist (liver specialist). Sounds like his doctor is not well informed about HCV.

Until you sort this out use condoms, dont share toothbrushes, razors, etc.

best of luck

From your description of his symptoms, it sounds like he does
have liver damage. Is your partner seeing a hepatologist (liver
specialist)?  Did he have a Hep C RNA test or did they
just test for the antibodies? The RNA test will let your partner
know whether he has active Hep C and what his viral load is.
Given his symptoms he should have had a liver ultrasound.
If not, then I don't understand how he can be told he does
not have liver damage.

The type of doctor who is diagnosing him is very important.

I wish you and your partner good luck.
