% of contracting with breakout

how likely is it for a man to contract HSV2 during an outbreak from a female partner with bumps but no open sores?

Just because you haven't noticed any symptoms doesn't mean much. if you've never been tested for herpes before then I recommend a type specific herpes igg blood test now to see what your status is. If this is a woman who you are normally sexually active with and you have no other partners then I don't recommend any further testing at this time.  If it's not your normal partner or you have other partners too then following up with a blood test in another 3 months is probably a good idea just to err on the side of caution.

how long after exposure would i experience symptoms?  It has been about 3weeks.  Am i in the clear?

pretty high if she had an outbreak. get tested at 6-8weeks most ppl seroconvert by this time. or if u get an outbreak get it cultured. if u have no outbreaks urself ur pretty well in the clear.
