Can herpes occurs on one’s hand?

I received a handjob from a girl. After finished, I notice that there are rash on her wrist area. I asked and she told me those were Eczema but I am really worried about that. Can someone answer my below questions?

1) can Herpes (HSV1 or HSV2) occur on hands or arms?
2) Am I at risk of getting genital herpes for such contact?

Please advise!

No, HSV1 and HSV2 would not appear on the wrist area.

Absent sores that would appear around the finger nail, there is no risk of transmission.
