Do I have a herpes ?
Yesterday I shaved down there and seen multiple bumps spread out and decided to pop one and blood came out. I received a handjob about a month and a half ago and I don’t know if that has anything to do with the bumps.

A handjob isn't a risk for herpes, so if that's your only risk, you don't have herpes. Handjobs don't transmit any STDs.
It sounds like you have a rash from shaving. Herpes sores don't bleed. If it's still spreading, you should see your doctor - perhaps you have a bacterial infection from the razor, and need a cream from the doctor. Google folliculitis (not an STD) and see if that fits. Don't pop any more bumps.
