From some of Dr. HHH's remarks I got the impression that all HIV tests in the U.S. are modern and would detect HIV by 8 weeks in >99% of people. And that the CDC 3 month mark is still very conservative, but used basically for insurance purposes (for the <1% or less).

Plus, isn't 8 weeks post unprotected insertive fellatio sufficient time to test for HIV reliably? I've seen Dr. HHH and Hook say 8 weeks is pretty much conclusive for standard HIV blood test.

you need to wait at least 6 weeks post encounter for syphilis testing. 3 months for herpes, hepatitis and hiv.
how long prior to your testing had you last had sex?
So I can believe all my other results: the HIV, Syphilis, HepB/C, Gonorrhea/Chlamydia?

even the best blood tests still miss 1 out of every 10 hsv1 infections. not uncommon at all to miss a prior hsv1 oral infection.
if you are sure these are cold sores, assume you really do have hsv1. If you aren't sure if these are cold sores, canker sores or something like angular cheilitis, be seen when you have one the next time for a proper exam and lesion culture.
