Does this look like HPV warts?

About 6 years ago I had a case of folliculitis. After I cleared that up with an antibiotic I noticed that my follicles would every now and then become a little red randomly especially after showers for about 6 months following. about 1 year after that I noticed small bumps popping up that almost looked like enlarged hair follicles. They would start small and then get a little larger. Over the past 3-4 years I've been to the doctor to get them freezed off about 4 times. The doctors never gave me a straight diagnosis of what it was and seemed to brush it off like it wasn't a big deal. Only once did they completely go away after the freeze treatment without feeling any textured bumps when rubbing my hand across the area. But they eventually slowly came back! I decided to let them go the past year just to see what would happen. Overall I've been dealing/hiding this problem for about 4-5 years.
They don't look like warts. they almost look like the follicle bumps but enlarged and the hairs seem to be growing through them

I am sexually active with a long term partner of 7 years.
I have had sex outside the relationship.

Is this HPV Warts? Skin Tags?
