Fordyce spots or herpes?

I've had a bunch of small bumps on my penis shaft. They don't hurt at all, nor do they itch. They have been there for a few months now, I've done my research and the closet thing that comes up is fordyce spots. I think it's important to note that I've never had sex, but do masturbate several times a week.

These can be due to Fordyce spots, folliculitis, cysts or genital warts(caused by HPV infection).

Apply warm compresses,Neosporin ointment and calamine lotion and avoid messing with it.You  can take anti-inflammatory pain killers like ibuprofen or acetaminophen.If the lumps persist then it will be best to get it evaluated from a dermatologist.

If you have never had sex, including oral sex and nude grinding, then there is no reason to think that you have an STD.
