I was diagnosed with hpv but I am not sure it was done in the proper way?

Hi everyone!
I am a 25 years old male who was recently diagnosed with hpv by my local clinic. I noticed white dots near the head of my penis so I had them checked by a doctor who looked very fast while I was pulling down my foreskin and said they were genital warts.I had them frozen the same day and they almost all went away except for a tiny one that came back.

When I got back home from that appointment, I looked non stop at my genitals to see if I had more warts that the doctor might have missed. Where I live the consultations are done extremely fast and you barely have time to explain your problem that they already gave you a diagnosis. After having done a self examination I noticed I had multiple super pale white dots ON the shaft (barely noticeable unless you really look at it). I can't remember when these appeared. I always noticed them but I never thought they could be genital warts until I was diagnosed with genital warts on the other part of my genitals (near the head of the penis). So now, I am wondering if these too are genital warts or something else. I always thought it was a skin discoloration. It doesn't hurt or grow in size. It might have spread but again I am not sure as I never paid attention to that before. Is it possible that these are genital warts I had since a very long time without ever knowing? They don't really look like any of the genital wart pictures I can find online. I would have liked to include an imagine because one picture is worth a thousand  words but I can't find out how.

If someone is ever willing to communicate by email with me please let me know. I would really appreciate it as I am feeling a bit desperate here.
