Male Anal Warts questions.

Gay Male, I also have HIV. I just underwent my second surgery to remove my anal warts within less than a year. I understand it is more difficult for a person with HIV to get rid of them, but it can be done if I remain healthy. I do have a few questions.
1. Can I get HPV on other parts of my own body from touching?
2. What would cause another breakout?  I'm mean does friction cause this when having anal sex?
3. Is it safe to have anal sex with toys?
4. My HPV is only in anal area. Is it safe for me to perform oral sex on a guy?

I know it will be difficult having anal sex now, but will take every precaution for me and my partners.

Thank You
