White bumps on INSIDE of foreskin

I noticed that I have several clusters of small white dots on the inside of my foreskin; when I roll it back, I can see them. I'm not sure if they are PPP, glands or genital warts. They are all around the inside of the foreskin. Any help is appreciated.

I would see another doctor for a second opinion.

Did the doctor specialize in sexual health? An opinion from someone at an STD clinic might be useful.

Haha, I went to the doctor, and he said that exact same thing. :) I just noticed two things; they aren't painful, nor are they hard. They don't get bigger, and there are veins coming from them. They;re also on the thinnest part of the foreskin, on the INSIDE of it. Does that make a difference? The doctor said that if they are warts, they're too small to treat. I'm just asking to get as many opinions as possible.

Could be genital warts, or it could be nothing.  Go see a doctor to be sure.  I know this may not have been the answer you were looking for, but it'd be best to go.
