Fordyce spots or Genital warts ????

They look like the former to me but I'd really like a second opinion to settle the nerves before my appointment with the men in white lab coats , the spots mostly cluster around the base of the shaft (under and along the sides)and are thus hidden by pubic hair for the most part but there is a cluster of them up near the glans(again on the underside) which I'm hoping is typical of Fordyce .

Pic 1 the cluster near the glans: http://i1294.photobucket.com/albums/b609/WorryWart78/20130106_192829_zpsc0429188.jpg

Pic 2 the base : http://i1294.photobucket.com/albums/b609/WorryWart78/20130106_192628_zps05815f0d.jpg

A prompt reply from a medical expert or someone whose has similar spots would be extremly welcome
