red pin sized dots on tip of penis with other marks on thighs

It was about 1 month since I last had sex with my girlfriend, who is clean, and about 6-7 months since I've had sex with a different woman, when a pimple like growth started to appear midway between my belly button and penis.  It started as a red spot and grew larger over the span of a week.  It wasn't much until I tried to pop it when it became a bulging red and painless growth.  After squeezing really hard a small amount of white putty like substance slowly came out, however the growth never actually became an open sore.  It started to settle down and slowly turned into a red scar-like mark.  It has been about 3 weeks and the red mark is still here.  

About 2 weeks after that growth started to settle i was adjusting my penis around in my cotton pajama pants and suddenly felt a slight pain/irration on the opening of the urethra.  I looked and it was bleeding a tiny amount and stopped bleeding as soon as I wiped the blood off.   It was red and looked really irritated and  inflamed.  I figured the pants irritated the soft skin in the inner opening of the urethra so I left it alone.  

The next 2 days I noticed about 5-10 tiny pin sized red dots with accompanied redness appear.   You need to look at through a magnifying glass to see them well.  I put some Desoximetasone .25% cream on it and overnight the irritation on the inner urethra opening and redness of the dots settled.  The red dots still remain.

Another day later I squeezed the red pin-sized dots and after squeezing hard enough a tiny white stringy substance comes out, resembling what comes out when you squeeze whiteheads out of your nose. The next morning the red dots are gone.

I also want to mention that there were 3 red scar-like marks on the mid-top of my left thigh which almost cleared up after 2-3 days of Desoximetasone application.  They are very faint and have turned to skin color flat marks, but almost cleared.  These scars came a 2-3 after the red pin-sized dots appeared.  

There is another skin colored mark on my other thigh around the same position of the opposite thigh.  This one is raised a bit.  I feel like it was transfered from the red dots on the tip of my penis during sleep.  This mark has not changed in size the past 4 days.

Just as another piece of information, all of these problems are painless and odorless.

Not HPV. Warts wouldn't have white stuff inside them - sounds like puss. Also warts wouldn't change like you explain in such a short amount of time i.e size and the red dots dissapearing

Sounds like irritation or pimples/ingrown hairs

Thank you Amie, great and correct response.  I went to the Dermatologist the other day and was given some antibiotic.  

On another note, I want to tell you that I read your "vent" and story and I am truly touched.  It tells the story of a great warrior who has gone through some bad times, but has always held onto the side of good and overcame.  You're a hero and what you do here on medhelp is a great service to people.  You made me feel much better and allowed me to gain the courage to seek medical help.  Thank you so much for everything.
