Sounds like he may need to stretch his foreskin. One way to do this is to lubricate his pinkies and insert them gently under the foreskin and pull them apart *gently* and slowly. It will take a long time, but it should work eventually. You can also have him see a urologist, of course, but a lot of times their automatic response is to circumcise. I'd try the stretching first, and give it plenty of time.
If it is a problem for you, then you should see a doctor.
It may rectify itself, but express your concerns with your parents and ask for a doctor appointment to have it checked out.

okay but the foreskin can't be rolled back
it only goes back so farand is still attached.
You mention a couple "facts", but you don't say they are problems. It sounds like you are making observations only.
I'd say you are normal. The skin is attached where it is supposed to be. You shouldn't be any rougher than it feels good to be. You will be able to use a condom.
Get one and check it out:
Retract the foreskin
Unroll the condom over the head & shaft
Return the covered foreskin back over the head if desired
