Circumcised Phimosis

I am 57 years old and was circumscised as a child. Recently (not sure when but in the last couple of months) I developed the white ring around my shaft that restricted arousal and a gray discoloration of the penis head. The skin seemed to become more loose above the ring and my penis has now retracted under the ring and as long as it retracts under the ring there is no pain. I went to my physician and he diagnosed it as phimosis and referred me to a urologist. Is it possible to develop phimosis with a circumscised penis? I am not sexually active. What is going on?  I am dreading the appointment. What will the urologist likely do?

The doctor diagnosed balanitis xerotica obliterans with Phimosis. Said the skin was too tight and all the way around but since I am not experiencing urinination impairment at this time, he suggested we begin with prednicarbate emollient cream hoping to loosen up the skin. After application of the cream and rubbing it in I am to leave the area uncovered for a little while if possible to avoid occulusion (?). Can't do that for long during the first application in the morning but the second application I applied at bed time and only wore a t-shirt. I'm optimistic this works and think this morning (wishful thinking maybe) the penis head didn't look as white. Am I doing this right? However, my fasting blood sugar was higher this morning (I am a Type 2 diabetic on insulin and it is usually 140 but 170 this morning). The doctor was aware of my diabetis. Does this cream affect blood sugar?

Phimosis is common in uncircumcised males but can occur after circumcision where any excessive skin becomes sclerotic. It can develop if there is scarring after circumcision. A clinical examination by an experienced urologist is extremely important for correct diagnosis and management of your condition. Topical steroid application has been shown to be an effective alternative to circumcision in the treatment of phimosis.Discuss your concerns with your doctor.
