It is what it is.  It'll be what it is forever.  There is no safe or effective way to enlarge a penis once you are adult (over age 17 or so).  Unfortunately, the media (of all types) has recently got into this penis size thing.  I suspect this is feminist reaction to the obsession with large "voluptuous" breasts that have been a mainstay for 60 years +.

Best thing for you is to simply ignore it.  If you are hetero, you just need to find a girl who doesn't give a heck about penis size (there are a lot of them still around - in fact, it's normal for women to not even care about that stuff).  If you are homo, you'll have to do some work.  Unfortunately, size has become the be all and the end all of a man attracting a man.  If you're between 18 and 25, do some weight lifting and get a respectable bod.  That always eclipses penis size.  Secondly, keep a good appearance, and an eye out for a hubbie.  You never know where or under what circumstances you'll meet him.  Today the whole homo thing basically requires a "monogamous" attachment (notice the quotation marks) because alternative ways of filling your lonesome hours with another man's company is almost non-existent (50 years ago there was no incentive to get "married" because there were a lot of places to go to meet interesting, interested men - of all types.  Not so anymore.  But, in any event, youth (just like heteros) wins out over everything. No matter what size your penis is.
